PhilippinesAssessment of GIS/LIS Capacity of Local Government Units (LGUs) This project involved the detailed assessment of the Local Government Unit (LGU) capability in the seven regions in the Philippines covered under the Philippines-Canada Local Government Support Program, Phase 2 (LGSP II). The regions include: Region VI - Western Visayas, Region IX - Western Mindanao, Region X - Northern Mindanao, Region XI - Southern Mindanao, Region XII - Central Mindanao, Region XIII - Caraga and ARMM - Autonomous Region of Muslim Mindanao. The project involved a detailed field assessment of the LGUs with respect to their capability in Information Communications Technology (ICT) and Geographic Information System (GIS). In essence their ability to use and integrate technology to meet the key objectives of the LGSP II program. ACGI's Canadian ICT/GIS expert was assisted by a local Filipino counterpart. An intensive field program was undertaken where representative sample LGUs were visited and interviewed with respect to their management and organizational utilization of ICT/GIS in their day-to-day operations. A key objective of this project was to assess if it is possible to initiate a sustainable ICT/GIS program that would benefit the regions covered by LGSP. Too many GIS pilots have been undertaken which have proven to be not sustainable. The results of the project was recommendations to build executive and technical capacity, focusing on political and executive support which the technical staff need to ensure sustainability and to train staff in specific areas that will ensure continuity in their ICT/GIS initiatives.
